AEC was contracted by PGE to perform the demolition and removal of remaining buildings, structures, and miscellaneous debris located on the Stephens Substation site in Portland, OR, then excavate contaminated soil to make the location suitable for redevelopment. After an assessment of the site, it was determined that cleanup would include the following which was completed with AEC’s forces: abatement of asbestos containing material and lead containing paint; removal of PCB impacted concrete and soil; demolition and removal of underground utility vaults, stormwater system, grounding grid, and small structures present on site; removal and recycling of oil filled equipment and associated metal superstructures, including one metal tower. Once demolition and removal/disposal of 2,750 tons of PCB impacted materials was complete, AEC cleaned all miscellaneous debris from the site, backfilled, compacted to create a uniform grade and imported over 1,000 tons of drain rock and aggregate to create a storm runoff system for future development.
